Invitation to submit Expression of Interest to become a Local Action Group (LAG) member overseeing RDP LEADER funds in North East Wales

Cadwyn Clwyd Rural Development Agency is inviting expressions of interest from individuals to become members of new Local Action Groups (LAGs) for the rural areas of Denbighshire, Flintshire and Wrexham.

The Welsh Government is expected to roll out its Rural Development Plan for Wales 2014-2020 later this year, and the responsibility of overseeing and guiding the distribution of the LEADER funds component of the programme in local areas will rest with LAGs.  There will be three LAGs in North East Wales: one for rural Denbighshire, Flintshire and Wrexham respectively.

The acronym ‘LEADER’ derives from the French words “Liaison Entre Actions de Développement de l’Économique Rurale” which means: ‘Links between the rural economy and development actions’. The idea is to enlist the energy and resources of people and bodies that could contribute to the rural development process by forming partnerships at a sub-regional level between the public, private and community sectors (examples could be a business in the rural area, trade association / chamber of commerce, tourism association, environmental group etc.).  The LEADER approach is associated with local empowerment through local strategic development and resource allocation. The main tool for the application of the LEADER approach to area development and involving local representatives in decision-making is the Local Action Group (LAG).  The LEADER programme will focus on 5 themes listed below:

  1. Adding value to local identity and natural and cultural resources
  2. Facilitating pre-commercial development, business partnerships and short supply chains
  3. Exploring new ways of providing non-statutory local services
  4. Renewable energy at Community level
  5. Exploitation of digital technology

The LEADER Programme is funded by the Welsh Government and European Agricultural Fund for Rural Development.  The indicative funding allocations for each area are:

Denbighshire: £1.881 million

Flintshire: £2.463 million

Wrexham: £2.252 million
