AVOW wishes to alert all organisations that currently use the WCVA DBS checks that this service for paid staff will no longer be available from early May 2016 – the time frame for last submissions however is likely to be in about three weeks to allow adequate time for processing. This is not something that has come from WCVA but instigated by Welsh Government as part of a cost cutting to the Infrastructure Core funding in Wales.
Many organisations will no doubt have appreciated the professionalism in which the CRU unit has operated and the very helpful staff. There will be certain elements retained such as training- a full statement will be out from WCVA shortly.
In the mean time all organisations that will be affected are urged to contact the Minster Lesley Griffiths (Correspondence.Lesley.Griffiths@Wales.gsi.gov.uk) outlining their concerns and the impact that this will have within their organisation. AVOW will be working with other CVCs and WCVA to identify if an alternative low-cost/no cost solution can be sourced. At present it appears that most processing companies charge between £14 and £25 per application.
AVOW have already written highlighting that if an organisation in receipt of Public Sector funding uses a paid-for service then this will be a staffing cost against grant/contract funding so the saving to Welsh Government will be reduced significantly.
We are urging that no Third Sector organisation should lower their safe recruitment standards and carry on processing DBS’s – it is hoped that AVOW and other CVCs working with Welsh Government may be able to offer a solution in the next few weeks.
